Make a study of the cash management procedures of state and local government in Texas, including a review of the management of cash balances held outside the State Treasury by other state agencies and the possibility of consolidating these funds.
Make a study of the feasibility of the establishment of a pooling arrangement for funds of local governments in Texas.
Conduct an assessment of the relative advantages and disadvantages of providing technical assistance to local governments regarding cash management.
