Study the effective management of state government operations. The study should include, but not be limited to, a review of the operation and administration of major state agencies to identify opportunities for better use of available state funds by eliminating waste and reducing or avoiding costs. The analysis of the organization, operation, and productivity of selected state agencies may include, but not be limited to:
(1) possible streamlining of agency functions;
(2) reduction of personnel requirements;
(3) improved space use;
(4) increased ability to deliver agency services;
(5) improved energy conservation;
(6) reduction of paperwork;
(7) improved purchasing procedures;
(8) improved computer systems
(9) reduction of vehicle and equipment expenses;
(10) improved budgeting and accounting procedures;
(11) improved training programs;
(12) improved performance by agency administrators;
(13) establishment of performance evaluations;
(14) establishment of policies to limit and control administrative costs;
(15) other procedures designed to improve the efficiency of state revenue investments; and
(16) developing dependable work load measures by which state agencies can assess the efficiency of previous and future state revenue investments.
