Appoint and designate some outstanding and recognized poet who is a citizen of Texas, who shall be Poet Laureate of the State of Texas for the year beginning May 1, 1977, and ending April 30, 1978, and a poet laureate with like qualifications to be designated for the year beginning May 1, 1978 and ending April 30, 1979; in each of these years, an alternate poet laureate shall be named.
