• Consider problems of asbestos removal, existing protections for workers and the public governing the removal of asbestos, and the possible need for legislative improvements.
• Investigate issues related to state employment. Consider the effects of imposing limits on the number of state employees, the need for grievance procedures and a layoff and recall policy for Texas employees.
