1. Inquire and report to the House: whether there is any law in force establishing a "State" printing office; how long since the work of instructing deaf mutes at the expense of the State began, what number of competent deaf mute printers have been graduated; how has the experience of other States shown that public printing is done more economically at a State printing office or by contract to the lowest bidder; what amount has been spent for plant and material, and from what fund and by what authority.
