1.	Appoint and designate some outstanding and recognized poet who is a citizen of Texas, who shall be Poet Laureate of the State of Texas for the year beginning May 1, 1971, and ending April 30, 1972, and a Poet Laureate with like qualifications to be designated for the year beginning May 1, 1972, and ending April 30, 1973.
