Charges: This report should address the charges below.
1. Study the ways in which existing state agencies can improve their programs of maintaining the environment, both directly and by means of public information and education.
2. Make an extensive study of the need for improving existing parks and establishing new parks in the southern, central, and eastern portions of the state and shall include in its study innovative park programs in other states and nations.
3. Endeavor to ascertain ways in which the Texas Conservation Foundation can increase its acquisition of lands for park purposes and ways in which state agencies can work more closely with county historical survey committees in preserving the heritage of Texas.
4. The Committee shall attempt to locate sites for a wilderness area in the state and for parks and camping areas adjacent to major cities in Texas.
5. The Committee shall study pilot programs to use state parks as open air classrooms and specially trained rangers as guides to teach children ecological courses arranged through the Texas Education agency and to employ school-aged, elderly, disadvantaged, and unemployed persons in park maintenance, building programs, plant and wildlife surveys, bookkeeping, and other park-related duties.
