| 1. | Appoint and designate an outstanding and recognized artist, who is a citizen of Texas, as Texas State Artist for the year beginning May1, 1975, and ending April 30, 1976; and a Texas State Artist with like qualifications shall be designated for the year beginning May 1, 1976, and ending April 30, 1977. | |
