Center on Budget and Policy Priorities, January 12, 2022, pp. 1-22. Examines recent state spending trends for the Temporary Assistance for Needy Families (TANF) block grant. Finds many states use the flexibility of TANF to divert funds away from basic assistance to other unrelated areas of the state budget. Discusses Texas as one of the states that illustrates many of the issues with TANF spending.

Studies the effect of Affordable Care Act (ACA) insurance coverage expansions on the academic achievement of children in low-income households in Iowa. Finds an increase in reading scores after three years. Argues the broader spillover benefits from insurance coverage gains should inform policy debate, particularly for states that have not yet expanded Medicaid.
22.01.29	"Texas still no. 1 for new turbines." By Emily Burleson. Houston Business Journal, December 31, 2021-January 6, 2022, p. 6. Explains Texas added more clean power installations than any other state in 2021, mostly in the form of wind turbines, and expects to add more battery storage in 2022.

Examines the scope of porch piracy, when a package is stolen from a residence after it has been delivered by the carrier. Reviews state laws aimed at deterring this type of theft, highlighting Texas Penal Code, Section 31.20. Argues the private sector should play a larger role in combating porch piracy though civil action.

Describes the set of recommendations presented by a panel of independent child welfare experts in the Texas foster care lawsuit, including a reduction in congregate care and increased access to mental health care.

Questions whether Congress and state legislators should take further action to assure that "psychological parents" (non-biological parents) have child custody rights.
