Calling attention to measures of urgency or general importance, stating definitely and distinctly what measures should be passed at this session: validating act in grants involving railway turnouts; reform criminal laws by equalizing challenges, provide that questions of venue not be raised for the first time in appellate court; comprehensive and effective anti-trust law; law against consolidation of railway corporations; law providing for assessment of railway property at its true value; law prohibiting issuing of passes by railway companies; laws providing for collection of back taxes and to prevent future delinquencies by strengthening tax titles; law increasing rate of taxation on railroad, insurance, telephone, telegraph and express companies; law increasing rate of taxation for school purposes to 20 cents and for collection of interest on land notes due the school fund by the Attorney General; law reducing cost of assessments to one-half for poll tax and one-third for all other taxes; laws limited fees of district attorneys and county and precinct officers; laws reducing number of attached witnesses and fees of sheriffs in felony cases; reapportioning and reducing judicial districts to forty; laws named reducing expenses in examining trials and quarantine; reduction of expenses in general appropriations bill . . .
