HB 46 Caption: Relating to declaring certain conduct dealing with underground water in the semi arid portion of the State of Texas being that part of the state west of the 98th meridian west of Greenwich, to be a waste of our natural resources, and prohibiting same; providing that this Act shall not prevent the State Board of Water Engineers from issuing temporary permits for such conduct in event of sudden public catastrophe; providing for injunction suits to restrain violations of this Act and fixing the jurisdiction and venue of such actions.
HB 89 Caption: Relating to providing for and regulating the right of power of eminent domain and the process of condemnation thereunder to be exercised by or for the benefit of any political subdivision of this State or the citizens of said political subdivision against the property of the resident citizens of any other political subdivision of this State.
HB 90 Caption: Relating to requiring the State Banking Department to quarterly pay into the State Treasury for credit to the General Revenue Fund an amount of money in addition to that now required by law, equal to ten (10%) per cent of all funds collected as fees, charges and assessments from all services as now authorized by law.

HB 383 Caption: Relating to providing that in any development or project authorized under Section 59 of Article XVI of the Constitution of Texas, no property of any kind within the State of Texas may be acquired by the exercise of the right or the power of eminent domain and the process of condemnation thereunder unless the political subdivision in which said property is located will benefit from the development or project when completed for which the condemned property is intended to be used or is needed; providing the measure or determination of said benefits.
HB 428 Caption: Relating to requiring that all funds of certain State Boards and Agencies be deposited in the State Treasury and providing for expenditures thereof in accordance with appropriations made by law; requiring each such board or agency to present budget estimates to the Legislature.
HB 590 Caption: Relating to restricting the size of water storage within the Nueces River Conservation and Reclamation District; declaring 25% of certain stored waters to be the property of the State to be held in trust for the use and benefit of the inhabitants of the county where the water is stored.

HB 237 Caption: Relating to validating the creation of Road District Number 4-B, of Atasoca County, Texas; validating the election held on February 3, 1951, authorizing the issuance of road bonds; authorizing the issuance of road bonds of Road District Number 4-B without the necessity of compensating other road districts overlapped in part by Road District Number 4-B.
HB 271 Caption: Relating to requiring all officers, officials, departments, boards, bureaus, commissions, or other agencies of the State of Texas, having control of any passenger motor vehicles purchased with funds appropriated by the Legislature to transfer all such motor vehicles that have been operated sixty thousand (60,000) miles or more, regardless of where located, to the State Board of Control within thirty (30) days after September 1, 1951, and on the first day of each month thereafter; providing that the Board of Control shall dell or dispose of such passenger motor vehicles.
HB 328 Caption: Relating to amending certain statutes by providing that the petitioner for adoption of a child, and the child to be adopted, if fourteen (14) years of age or over be required to attend the adoption hearing, and providing an exception for certain members of the Armed Services of the United States of America.
HB 331 Caption: Relating to providing an open season for the taking and killing of Javelina in Live Oak County; providing for approval by County Commissioners Court before this Act shall become effective.
HB 339 Caption: Relating to authorizing the Oil and Gas Division of the Railroad Commission of Texas to plug improperly capped oil wells now flowing salt water into the Frio River from State Lease No. MF 8214 in McMullen County; providing an emergency appropriation therefor.
HB 340 Caption: Relating to requiring that all funds of certain State boards be deposited in the State Treasury and providing for the expenditure thereof in accordance with appropriations made by law; providing that all funds of any Boards, Bureaus, Commissions or other agencies of the State hereafter created by the Legislature shall be deposited in the State Treasury and expended in accordance with appropriations made by law.
HB 402 Caption: Relating to amending certain acts relating to the conservation, storage, control, development and equitable distribution of the water of the watershed of the Nueces River and its tributaries; requiring the consent and approval of the Board of Directors of the Nueces River Conservation and Reclamation District for the use, diversion, storage or impounding of any waters of such watershed beyond present actual use, diversion, storage or impoundage.
