49th Regular Session
HB 26 Caption: Relating to providing that it shall be official misconduct on the part of any member of a board of equalization to approve any tax roll for ad valorem taxes which does not bear thereon an assessment against such tax payer who maintained a bank account during any part or the whole of the year for which said ad valorem taxes were assessed for at least fifty per cent of the said taxpayer's average deposit balance for said year; repealing all laws and parts of laws in conflict therewith.
HB 35 Caption: Relating to providing for the appointment of a commission to revise and digest the General Laws of Texas, defining their powers and duties, and fixing the compensation of said commission; making appropriations.
HB 81 Caption: Relating to making fifty per cent of the average bank deposits for the previous year taxable and requiring the rendition thereof by the taxpayer; and repealing all laws and parts of laws in conflict herewith.
HB 126 Caption: Relating to amending certain Statutes by providing that the tax assessor shall forfeit $50.00 to be deducted out of his commissions for failure to administer the oath to each person rendering a list of taxable property to him, etc.
HB 129 Caption: Relating to making it official misconduct of duty for any county assessor and collector of taxes to fail to assess against each taxpayer ad valorem taxes for at least fifty per cent of the taxpayer's average bank deposits for the previous year; and repealing all laws and parts of laws in conflict herewith.
HB 188 Caption: Relating to amending certain Acts relating to the transfer of funds from the County and Road District Fund to the Lateral Road Fund.
HB 193 Caption: Relating to amending certain article by providing for a five-cent tax on motor fuel.
HB 194 Caption: Relating to amending certain Acts providing for the registration and licensing of motorcycles, side cars and passenger cars and setting the license fees therefor; repealing all laws in conflict therewith.
HB 195 Caption: Relating to amending certain Statutes to enlarge and further clarify the definition of "Homestead".
HB 294 Caption: Relating to providing that from and after the effective date of this Act any person, firm, corporation, partnership, association or any legal entity of any nature whatsoever holding any indebtedness secured by any kind of lien upon real estate situated in this State shall be denied the right to sue for said indebtedness or for the foreclosure of said lien unless and until the said holder of said indebtedness and/or lien has paid all the ad valorem taxes due against said real estate as same is represented by the said indebtedness.
HB 295 Caption: Relating to providing that when real estate is rendered and/or assessed for ad valorem taxes due the State, county or any taxing unit authorized by law to levy ad valorem taxes on same, said real estate shall be valued at not less than fifty per cent of its currently appraised values as required by law, but if said real estate is encumbered by any lien against same, which is created after the effective date of this Act, then the portion of the taxes rendered by and assessed against the owner shall be only the value of said real estate less the amount of the indebtedness secured by said lien or liens, and the taxes for the remainder of the value of said real estate shall be assessed against and collected from the holder of said lien or liens; and providing that all laws in conflict herewith shall be repealed.
HB 296 Caption: Relating to providing that from and after the effective date of this Act it shall be the duty of the county tax assessor-collector in all counties where that officer exists, and it shall be the duty of the officer performing the duties of the county tax assessor-collector in all counties where the office of county tax assessor-collector does not exist, to assess all properties for the purpose of taxation, and to collect all taxes thereon for all of the taxing political subdivisions of the State now existing or that may be hereafter created in their respective counties, including every Incorporated city, town or village, drainage district, water control and improvement district, water improvement districts, navigation districts, independent school districts, and all taxing units located in said county whatever, which have the power to levy, assess and collect taxes, and providing further that each taxing political subdivision hereinabove named shall each pay to said county tax assessor-collected, or the officer preforming the function of the county tax assessor-collector, all such fees and compensation for assessing and collecting such taxes as is now authorized by existing law, or that may hereafter be authorized by law.
HB 664 Caption: Relating to amending certain Acts by providing for a 3 cent tax refund on motor fuel not used on highways, etc.
HCR 128 Caption: Suspending Joint Rules to consider H. J. R. No. 26.
HJR 14 Caption: Proposing an amendment Section to provide that $3,000.00 of the assessed taxable value of all resident homesteads shall be exempt from all taxation under certain conditions.
HJR 15 Caption: Proposing an amendment to provide that the County Tax Assessor-Collector shall assess all properties for the purposes of taxation and collect all taxes thereon for the State and all of the taxing political subdivisions of the State now existing or that may be hereafter created in their respective counties, including every incorporated city, town or village, drainage district, water control and improvement district, water improvement district, navigation district, independent school district and county where said property is not otherwise exempt from taxation.
HJR 17 Caption: Proposing an amendment providing that the State Board of Education and the Board of Regents of the University of Texas, may, in the manner prescribed by law, invest the funds of the Public Free School Fund and the Permanent University Fund in first lien mortgage notes executed on homesteads.
HJR 26 Caption: Proposing an Amendment enlarging and further clarifying the definition of "Homestead".

HB 383 Caption: Relating to amending certain statutes so as that all warrants on the State Treasury shall be general warrants.

HB 529 Caption: Relating to specifying that all special funds not otherwise appropriated that may be on hand now or any January 1st, which funds are credited to any special Commission or Board, shall be placed to the credit of the General fund.
HB 597 Caption: Relating to declaring a policy in regard to cotton production.
HB 719 Caption: Relating to providing that it shall be unlawful for any person, firm, association or corporation whatever to take, acquire, own or hold any note or other evidence of indebtedness, stipulating for the payment of interest at a greater rate than seven per cent per annum where such notes or evidence of indebtedness are secured by lien or real property.
HB 835 Caption: Relating to money in the Depositors' Guaranty Fund.

HB 315 Caption: Relating to creating the Red River Common School District No. 116 in Bell County, Texas, fixing its boundaries by metes and bounds, dissolving and abolishing the old Cyclone School District No. 9, and out of a part of same by this special act creating and establishing the said Red Ranger Common School District No. 116, situated in said county of Bell; providing for the payment of any indebtedness and bonds.
HB 316 Caption: Relating to creating the Cyclone Common School District No. 9, in Bell County, Texas, fixing its boundaries by metes and bounds, dissolving and abolishing the old Common School District No. 9, in said county and State, and carving out of a part of the same, retaining its old name, that is the Cyclone Common School District No. 9, out of the eastern part of said old district, and by this special act creating the new, providing for the payment of outstanding bonds or other evidences of indebtedness.
HB 335 Caption: Relating to amending certain statute relating to qualifications of pharmacists, and repealing any rule of section in conflict therewith; and providing that ten years practical experience in pharmacy under the instruction of a licensed or registered pharmacist shall entitle anyone to practice pharmacy; and providing for the regulation of the practice of pharmacy and prescribing the qualification which shall be required by the Board of Pharmacy.
HB 398 Caption: Relating to the state Department of Insurance; consolidating departments relating to insurance and matters under the Insurance Department; abolishing the State Fire Insurance Commission, and the Industrial Accident Board and conferring and imposing the power of these onto the Department of Insurance.
