"WHEREAS, During World War I, Judge Ratliff served his country with honor in the United States Army; he also attained the rank of captain in the Texas State Guard during World War II, and later served as a major in the Texas State Guard Reserve and as a lieutenant colonel in the Honorary Reserve; and WHEREAS, Among the many military honors he received were the Victory Medal and the Texas Service Medal during World War I, and the Selective Service Medal and the Meritorious Service Medal during World War II." 69th Legislature, R.S., HCR 180.
