  • Confederate States Army, 2nd Lieutenant, 8th Texas Cavalry, Terry's Texas Rangers. Colonel and Assistant Adjutant General in the service of the State. Retired with rank of Colonel in 1911. Reprint of military record in obituary, "Col. Phelps Will Be Buried Today," San Antonio Express, 8/21/1912, p. 3, crediting the Abilene Library Consortium. "After the war was over he lived at Victoria, where he had several offices of trust, representing that county in the Eighteenth Legislature in 1883."
