Calling a special session of the 36th Legislature to convene May 20, 1920, to enact legislation which will make it possible to establish zones in which the growing of cotton may be effectively prohibited or regulated in areas infested with what is known as the pink boll worm to the end of stamping out such infestation as a menace to the cotton industry of Texas, and to the end of preventing a quarantine against the interstate shipment of Texas cotton and cotton products by the Horticultural Board of the United States Government; to make appropriations necessary to supply deficiencies and for the support of the State Government; and to make provisions for maintaining the public schools and educational institutions of Texas during the next scholastic term

Calling a special session of the Legislature to convene February 26, 1918, for the following purposes: alcohol prohibition (prohibiting the sale of the sale of spirituous, vinous or malt liquors, or medicated bitters within ten miles of Army, Navy, or Marines training; selling to, purchasing, or procuring for any person in military or naval service); prohibiting solicitation of military or naval service to meet any lewd woman, or to have unlawful relation with any immoral woman; meeting unusual conditions of severe drouth (drought); making effective the amendment to the Constitution of the State, adopted by the people in August, 1917, which is Article 16, Section 59, of the constitution, providing for the conservation of the natural resources of the State; and enacting adequate and uniform depository law

Calling a special session of the 35th Legislature to convene August 31, 1917, for the following purposes: preventing the introduction into the State of Texas of the cotton pest known as the pink boll worm; protecting property rights of Texas citizens who are now or may be enlisted in the service the United States as soldiers or sailors during the present war between the United States and her allies in the Imperial German Government; suspending, during the present war with Germany, the rights of execution under a power of sale in the instrument, in all deeds of trust and mortgages on real property, when the party who executed the instrument is enlisted in the army or navy of the United States; meeting the unusual conditions that have arisen on account of the severe drouth [drought]; and facilitating a fair and impartial trial of the articles of impeachment preferred by the House of Representatives against the Governor of Texas
