Relating to validating the annexation of territory by all cities of five hundred (500) inhabitants or less heretofore incorporated under the General Laws of Texas, and being located within two counties, one of which having a population of five hundred thirty-eight thousand, four hundred ninety-five (538,495), and the other having a population of forty-seven thousand, four hundred thirty-two (47,432).
