Relating to authorizing the Comptroller of Public Accounts of the State of Texas to retain from the salary due or to become due each month to any and every employee of any department of the State of Texas, who files with the Comptroller, a request to do so, and the authority to do so, the amount of the monthly premium due, or to become due, on any policy of insurance on the life of such employee, insured by such insurance company, and pay over the same to the agent or representative of said insurance company; repealing all laws and parts of laws in conflict herewith.
