Relating to acquisition, lease, sublease, use, and disposition of state owned lands and flats and lands owned by districts under patents or acquired from the state by purchase or legislative act by navigation districts and incorporated cities which own and operate wharves, docks, and other marine port facilities; prescribing certain powers and duties of the School Land Board; providing for disposition of funds; providing for notice and hearings; providing for confidentiality of the name of a sublessee; making certain provisions for easements to the United States for dredging and disposal of dredged material; repealing laws in conflict.
