Relating to a unified system of security for judgments pending appeal to provide a procedure to supersede judgment liens, to provide a limit on the amount of security required, to provide flexibility in the type and amount of security required, to provide for interlocutory appellate review, to provide for implementing rules, and to declare an emergency.
