Providing for the creation of the Fisher County Hospital District over all of Fisher County, Texas; providing that the district shall assume any outstanding debt incurred by any city or town within said county for such purpose; prescribing a procedure for an election on the creation of such purpose. prescribing a procedure for an election on the creation of such district and the levy of a tax for its maintenance, support and payment of indebtedness; providing the rights, powers and duties of the district and its governing body and procedures for governing said district and administering, operating and financing the hospital system; providing procedures for the issuance of bonds, the characteristics of such bonds, and their eligibility for investments and security for deposit of public funds; enacting other provision incident and related to the subject and purpose.
