Relating to branch offices for county officials and business; so as to authorize counties to establish county office buildings and/or jails in cities other than the county seat having a population of 15,000 or over; changing the maximum amount allowed to be spent on such office buildings and jails; validating all proceedings heretofore adopted and acts heretofore taken by the Commissioners Court of a county providing for and/or establishing office buildings in a city other than the county seat, including all evidences of indebtedness heretofore authorized to provide financing for such buildings and all tax levies made in behalf of such evidences of indebtedness.
