Relating to the jurisdiction of municipal courts of record in this state in any city with a population of more than 1,200,000 as determined by the last preceeding federal census; prescribing the powers of such courts; prescribing the penalties and violations for criminal acts within the jurisdiction of these courts; providing for appeal of certain convictions in such courts; providing a repealing clause; and declaring an emergency.
