Relating to investment of funds by agencies and boards of the State of Texas; permitting the use of book entry procedure of the Federal Reserve Bank by the Comptroller of Public Accounts of Texas, the State Treasurer, or any disbursing officer of an agency authorized to invest its funds directly and eliminating certain time requirements on securities.
