Relating to the transfer of responsibility for the National Flood Insurance Program from the Texas Commission on Environmental Quality to the Texas Water Development Board and the administration and funding of the program and to the creation of a center to study elevation and related data; providing for the imposition of penalties.

Remarks: This Act takes effect September 1, 2007, but only if before that date the 80th Legislature appropriates at least $6.1 million to the Texas Water Development Board for the state fiscal biennium beginning September 1, 2007, specifically for the purpose of administering the National Flood Insurance Program. If not appropriated, this Act has no effect.
