Relating to amending certain Statutes by authorizing additional compensation for heads of departments by the County Commissioners Courts of counties having a population of not less than sixty thousand and one (60,001) inhabitants and not more than one hundred thousand (100,000) inhabitants, according to the last preceding Federal Census, and containing a city of not less than fifty-two thousand (52,00) inhabitants according to the last preceding Federal Census.
