Relating to amending a certain Article of the 1925 Revised Civil Statutes; authorizing any fresh water supply district which has heretofore been organized under the laws of the State and has issued bonds, and any fresh water supply district hereafter organized and which may issue bonds, to refund such bonds by issuing new coupon bonds for such purpose.
