Relating to authorizing navigation districts created, organized, and existing in this State under and by virtue of Section 59, of Article XVI, of the Constitution of this State, to acquire any facilities or aids incident to or necessary to the operation or development of ports or waterways within the navigation district and extending to the Gulf of Mexico.
