Relating to proposing a constitutional amendment to permit the Legislature to provide for the exemption of certain new and expanded manufacturing establishments from the state ad valorem tax for five-year periods in order to encourage the location and expansion of industry in Texas; providing conditions upon which manufacturing establishments may qualify for exemption; and providing for administration.
