Relating to granting permission to Victor Alexander Surber to bring suit against the State of Texas, and/or Highway Department, in a Court of competent jurisdiction, in Nueces County, Texas, for damages for personal injuries received by him while on duty in the employ of the Highway Department of the State of Texas, and which injuries are alleged to have produced damages to the said Victor Alexander Surber.
