Relating to control and regulation of exploration for and surface mining of minerals, reclamation of lands disturbed by operations defined in the Act, and protection of water supplies; prescribing the powers, duties and authority of the Commissioner of the General Land Office in carrying out the provisions of the Act; providing a system of permits and bonds for operations; providing enforcement procedures; providing civil remedies and civil and criminal penalties for violations; providing for judicial review; providing an effective date.
