Relating to prohibiting telegraph and telephone companies chartered by law or any joint stock telegraph or telephone companies or lessees from communicating or transmitting free of charge messages or communications for any persons or corporations, or to give and grant any permit or authority therefor, and providing a suitable penalty for the violation of this Act.
