Relating to permitting all villages, towns and cities having a certain population, whether incorporated or unincorporated, to adopt the commission form of government, consisting of three commissioners, one of whom shall be the mayor, to be elected at large from said village, town or city; to fix duties and powers of same, terms of office and compensation.
