Relating to providing for the protection of the fish and oysters within tide water limits along the gulf coast of this State; providing for the sale and protection of all marl and sand of commercial value and all shells, that may be in or upon the bottom of certain waters and lands within the limits herein defined and placing same under the jurisdiction and control of the Fish and Oyster Commissioner; providing penalties.
