Relating to requiring that in moving any train, locomotive or car over any railway track or street railway track toward any crossing or other place on such track, which travelers use or the public has a right to use, the operator of the train, locomotive or car shall used ordinary care to keep a lookout to discover and avoid injury to persons at or using such crossing or place.
