Relating to authorizing and empowering Navarro County or any political subdivision of said county to issue bonds not exceeding one-fourth of the assessed valuation of the real property of such county and to levy and collect taxes to pay the interest on such bonds for the purpose of constructing and maintaining roads; providing penalty.
