Relating to regulating the transportation or delivery of intoxicating liquors in this state, to or for the purchaser or owner thereof, or any person for such purchaser or owner in local option districts or territory; providing for a state, county, city or town, occupation tax to be paid by all persons, firms, corporations, or association of persons engaged in such business; and fixing a penalty.
