Relating to appropriating out of the general revenue not heretofore appropriated, the sum of twenty-five thousand dollars ($25,000.00) or so much thereof as may be necessary to defray the expenses of the department of the State Health Officer of the State of Texas in preventing an outbreak of the bubonic plague or the spread thereof in Texas.
