Relating to amending certain statutes so as to provide for the extension of time for the payment to counties to the first day of December, 1919, and so as to provide that the time of the payment by the counties to the State be extended two years from the taking effect of this Act, and to extend the time for the distribution of seed and feed to September 1, 1919.
