Relating to authorizing the Comptroller of Public Accounts of the State of Texas to use any or all surplus funds which have accumulated, or which may hereafter accumulate, in hi department by reason of the discontinuance or readjustment of the several items as contained in the appropriation for the operation of the department for the present fiscal year.
