Relating to prohibiting the teaching of German language in any common school, grade school, high school and a school of any independent district, in any college or university, or any educational institution, the funds for the maintenance of which are contributed in whole or in part by city, town or county or by the State of Texas, and prescribing penalties for the violation thereof.
