Relating to establishing what is known as a uniform warehouse receipt; providing what shall constitute a negotiable receipt and also what shall be a non-negotiable receipt; defining the obligations and rights of warehousemen upon the receipt issued by them; defining the character of receipt that shall be issued in all instances where goods are received for storage, and providing for the taking up and cancelling of receipts issued on the whole or part of goods stored with warehousemen.
