Relating to authorizing and directing the Board of Regents of the University of Texas and the Board of Directors of the Agricultural and Mechanical College of Texas to expend any surplus funds heretofore appropriated to said institutions by the Legislature which cover unexpended or partially expended salaries not used up to the end of the present fiscal year, August 31, 1919.
