Relating to repealing certain statute further defining the powers and duties of the State Normal School Board of Regents as set forth in certain statutes; providing that all acts performed, contracts or agreement that may have been entered into under the provisions of such statute by the State of Texas or by any of its officers, agents or employees, are each and all hereby annulled, and all appropriations cancelled.
