Relating to appropriating the sum of seventy-five thousand dollars, or so much thereof as may be necessary, out of the public treasury of the State, not otherwise appropriated, to pay off and satisfy all lawful claims for witnesses in felony cases who were residing in the county of prosecution when such fees accrued, when said fees were then authorized and fixed by law.
