Relating to amending certain acts providing that the Prison Commission shall purchase machinery, tools and supplies necessary to meet the needs of the penitentiary, and may establish such factories as in their judgment may be practicable, and providing that the Prison Commission shall not have power to purchase or sell any real estate, except as they are directed to do so by the Legislature.
