Relating to making appropriation of the sum of sixteen thousand dollars or so much thereof as may be necessary, to pay the contingent expenses of the Second Called Session of the Thirty-sixth Legislature of the State of Texas, convened June 23rd, 1919, by proclamation of the Governor, providing how accounts may be approved.
