Relating to making appropriation for the maintenance and operation of the State Highway Department, for the two fiscal years beginning September 1, 1919, and ending August 31, 1921, from funds coming into the hands of the said Department under the provisions of Chapter 190, General Laws of the Regular Session of the Thirty-fifth Legislature, and amendments thereto.
