Relating to making appropriation of the sum of sixteen thousand dollars, or so much thereof as may be necessary, to pay the contingent expenses of the Second Called Session of the Thirty-seventh Legislature of the State of Texas, convened August 17, 1921, by the proclamation of the Governor, providing how accounts may be approved.
