Relating to creating and providing for a Department of Insurance, for the State of Texas, separate and distinct from the Department of Banking of this State, vesting therein and giving to it jurisdiction of all matters, things, powers and functions of the Department of Insurance and Banking, except as such as may have been divested therefrom and vested in the Department of Banking.
