Relating to appropriating any unexpended balance to the credit of Appropriation C-3507, the same being an appropriation made by the Thirty-sixth Legislature for the year ending August 31, 1921, and making said unexpended balance, or so much thereof as may be necessary, available for fees and costs of sheriffs, attorneys and clerks in felony cases for the year ending August 31, 1923.
